Europe NEXCOM School Meals

The Navy Exchange Service Command School Meal Program operates the DoD Student Meal Program (SMP) in 10 OCONUS locations: Naples, Sigonella, Rota, Bahrain, Yokosuka, Atsugi, Ikego, Sasebo, Hario and Guantanamo Bay. The SMP offers meals, on a break-even basis, in accordance with USDA nutrition standards. Whole grains, lean proteins, fresh fruits and vegetables, and low-fat milk are offered on a daily basis. The mission of the NEX Student Meal Program is to provide delicious and nutritious meals to students.

Frequently Asked Questions (NEX)

On June 30, 2022, the law authorizing free school meals for all enrolled students expires. Families will need to complete an application for free and reduced-price meals, beginning as early as July 1st. The military exchanges, AAFES, NEXCOM and MCCS, will publish information on the procedures for applying for free and reduced-price meals no later than July 1st. Please note that families must reapply each year for free and reduced-price meal eligibility, can apply anytime during the school year, but must reapply beginning July 1st of every year.


Why isn’t the free meal waiver continuing next year?

The Families First Coronavirus Response Act (FFCRA), Public Law 116-127, authorized free school meals for all students and other temporary changes. The law expires on June 30, 2022. This authorization was in response to the sudden widespread and lengthy unemployment of many households and loss of in school learning that started at the beginning of the pandemic. Without access to the school breakfast and lunch programs that many of our Nation’s children depend on, the health of our Nation’s children was at risk. Therefore, Congress authorized waivers to the National School Lunch Program and School Breakfast Program that provided free student meals.

What happens now that all students no longer have free meals next school year?

Beginning as early as July 1st of each school year, families can complete an application for free and reduced-price meals. Families who do not qualify or do not apply will pay the full price amount. Eligibility status for free and reduced-price meals is for the entire school year and only one school year. Families must reapply every school year as early as July 1st (July 15th for AAFES). It is highly encouraged that families apply each school year.

How do I know if I qualify for free and reduced-price meals?

Eligibility for free and reduced-price meals is based on household size and income. When determining household income, each spouse’s income is included. However, military pay for the overseas cost of living adjustment, overseas housing allowance, hazardous duty pay and combat pay is EXCLUDED from total income. Overseas families, excluding Guam and Puerto Rico, use the Alaska Income Eligibility Rate. The income eligibility rates will not be published by USDA until mid-late June. A foster child who is the legal responsibility of the courts is eligible to receive free meals regardless of your income. Children enrolled in Sure Start automatically qualifies for free school meals.

How do I obtain a web-based lunch account for my child?

For all Exchanges, you will need your student ID number, exact spelling of the student name used upon registration and an email address. The student ID number and exact spelling of name used upon registration is available from your school.

For NEXCOM,: Applications are made through an online application at https://www.mynavyexchange.com/studentmealprogram. For families participating in the NEXCOM Student Meal Program, your district name is 'DoDEA - Navy Exchange (Alexandria, Virginia).'

How do I apply for Free and Reduced-Price Meals?

Free and Reduced-Price Meal Applications are made through an online application. In accordance with USDA regulations, applications are available no earlier than July 1st (July 15th for AAFES) for the upcoming school year. You must have your child’s DoDEA student ID number, the exact spelling of the name used on the school enrollment application and a correct email address. An email is required to receive the status confirmation email.

What is the cost of a meal?

  • Reduced-price breakfast - $0.30
  • Reduced-price lunch - $0.40
  • Full price breakfast – $2.00
  • Full price lunch – $3.50 Elementary School; $3.75 Middle School, High School

All meals must be paid for in advance or at the time of sale. 
Households should prepare a budget to ensure they have funds to pay for meals. A best practice is to fund your child’s meal account every pay day with enough funds to pay for meals until the next pay day.

My student is currently enrolled in the DoDEA Virtual School (DVS). Are DVS students allowed to participate in the SMP?

Yes, all students enrolled in DoDEA schools participating in the USDA SMP are eligible to participate. Parents/sponsors should establish a SMP account with AAFES/NEX/MCCS and then inquire with their local DoDEA schools regarding specific procedures.

I home school my students. Are we eligible for the Student Meal Program?

If home school students have a DoDEA student ID number and are receiving auxiliary services or enrolled in at least one course, they are eligible to participate in the student meal program.

What do I do if my child forgets lunch or lunch money?

In the spirit of an ounce of prevention is worth a pound of cure, the best practice is to include the cost of school meals in your budget and then every pay day fund the account through the next pay day. You can set up low balance reminders in the on-line account or set up automatic payments to avoid this issue.

In the rare event that a child has no lunch meal or money to pay for a meal, the school kitchen members will make special arrangements to feed your child; however, this meal must be paid for by the family. Tax dollars and school meals revenue cannot be used to pay this debt owed by the family.

Free and Reduced Meals Program

Households may apply for free and reduced meals beginning July 1st of every school year and must reapply every year since eligibility is only for one year. To apply for free and reduced-price meals you must have the following information:

  1. Student ID number, which is provided after enrollment via email.
  2. Service Member’s leave and earnings statement (LES) and spouse pay voucher if working or dual military.
  3. Student name as written on your enrollment/registration form.
  4. School district as listed in the meal application software:
    1. For DoDEA schools in the continental United States enter the name of the military installation at which you are assigned for duty, with the following exceptions: 1.  MCAS Beaufort – enter “Laurel Bay”; 2.  Puerto Rico schools – enter “Puerto Rico”.
    2. Guam schools – enter “DoDEA – Guam”
    3. Iwakuni – enter “DoDEA – MCCS Iwakuni”
    4. Navy sites (not Guam) – enter “DoDEA – Navy Exchange”
    5. For Army and Air Force military installation in Europe and Pacific, enter “AAFES DoDEA”

Important Note about household income:

  • Enter the full household gross pay (not after tax income)
  • Include spouse income
  • Do not include: housing allowance if overseas or if living in privatized housing stateside, COLA, imminent danger pay or hostile fire pay. 

Did you know?

  • Eligibility for free meals or reduced-price meals is determined by a combination of income and family size. Military families at most ranks can qualify.
  • An approved meal application may qualify your family for benefits from local, state and federal agencies.

 

Europe - FARM Program - Meals Program

The school year is quickly approaching and it's time to apply for your child's student meal account! Instructions for the Titan Family Portal can be found attached and via the SMP webpage. Please be sure to select DoDEA (Alexandria, VA) for our district. All students MUST apply for a student meal account regardless of FARM eligibility. Student meal account balances can be replenished online once your student’s account has been created.

Please note that the law that allowed all student meal fees to be waived for SY 2019/2020 and SY 2020/2021 expired on 30 June 2022. All students will be required to pay for school lunch beginning on the first day of SY 2022/2023. If your student was approved for Free OR Reduced meals during the 2019/2022 school year, their eligibility status will carry over for ONLY the first 30 days of school. It is highly encouraged for all families to apply for the Free and Reduced Meal (FARM) Program. Those families who are ineligible will be required to pay for the full meal cost. DVS students and Homeschool Students enrolled and receiving auxiliary support services at our schools are also eligible for the School Meal Program and FARM.

FARM applications are now processed in the online Titan Family Portal. Eligibility for free and reduced-price meals is based on household size and income. When determining household income, each spouse’s income is included. However, military pay for the overseas cost of living adjustment, overseas housing allowance, hazardous duty pay and combat pay is EXCLUDED from total income. Families in our schools are evaluated for eligibility in the FARM program using the Alaska Income Eligibility Rate.

Apply for a Student Lunch Account!

Families can apply for a student lunch account at Titan School Solutions upon registering their child at school. You will need (1) the student ID number and (2) the exact spelling of the child's name used for school registration. NOTE: the District is DoDEA - Navy Exchange (Alexandria, Virginia)
